What is the Federal Skilled Worker Program?
The Federal Skilled Worker (FSW) program is a federal economic immigration program designed for skilled workers from around the world who want to become permanent residents of Canada. FSW is managed through the Express Entry system alongside the Canadian Experience Class (CEC) and the Federal Skilled Trades Class (FST). Together, these three programs form the core of Canada's economic immigration system.

Eligibility Requirements
You must meet all of the following criteria to qualify for the Federal Skilled Worker program.
Work Experience
At least 1 year of continuous full-time (or equivalent part-time) paid work experience within the last 10 years.
- Must be in a NOC TEER 0, 1, 2, or 3 occupation
- Foreign work experience is accepted (and required)
- Self-employment does not count
- Volunteer or unpaid work does not count
Language Requirements
Minimum CLB 7 in all four abilities (speaking, listening, reading, writing).
IELTS General Training:
Minimum 6.0 in each band (Listening, Reading, Writing, Speaking)
Accepted Tests:
IELTS General Training, CELPIP-General (English); TEF Canada, TCF Canada (French)
Language test scores are valid for 2 years from the date of the test result.
Education
You need one of the following:
- A Canadian secondary (high school) or post-secondary credential
- A foreign credential with an Educational Credential Assessment (ECA) from a designated organization
ECA reports are valid for 5 years from the date of issue. Designated organizations include WES, IQAS, ICES, and others.

You must score at least 67 out of 100 on the FSW selection factor grid to enter the Express Entry pool.
Pass/Fail Requirement
This is a threshold requirement — you need 67 points to be eligible. The selection grid is separate from the CRS score used to rank candidates in the Express Entry pool.

Maximum 12 points for ages 18-35. Points decrease by 1 for each year over 35. Zero points at age 47 and above.
Arranged Employment
Max 1010
Points for a valid job offer from a Canadian employer, supported by a positive LMIA or LMIA-exempt offer.
Adaptability
Max 1010
Points for spouse's education, prior Canadian work or study experience, relatives in Canada, and arranged employment.

French Language

Check Eligibility

Get ECA
Have your foreign educational credentials assessed by a designated organization (WES, IQAS, CES, etc.). ECA reports are valid for 5 years from the date of issue.
Take Language Test
