Each Canadian province and territory operates its own immigration program to nominate candidates who meet local labour market needs. A provincial nomination adds 600 CRS points to your Express Entry profile.
How PNP Works
A provincial nomination is one of the fastest paths to Canadian permanent residence.

Each province has multiple streams — find one that matches your NOC code, education, and experience.
Apply for Nomination
Submit your application to the province. If approved, you receive a provincial nomination certificate.
Apply for PR
Use your nomination to apply for permanent residence through Express Entry (+600 CRS points) or the regular PR stream.
Express Entry PNP Stream
If you qualify for both a PNP stream AND a federal Express Entry program (FSW, FST, or CEC):
- + Get 600 extra CRS points (virtually guarantees an ITA)
- + Faster processing through Express Entry
- + 6-month processing standard
Non-Express Entry PNP
If you qualify for a PNP stream but NOT for Express Entry:
- + Apply directly to the province for nomination
- + Once nominated, apply through PR Portal
- + Processing may take 12-18 months

- Quebec does not participate in the PNP. Quebec operates its own immigration programs under the Canada-Quebec Accord (e.g., Quebec Skilled Worker Program, Quebec Experience Program).
- Nunavut does not currently have a Provincial Nominee Program.
